GUWAHATI, July 31: Two special courses for university Phd scholars of biological sciences and social sciences will be conducted by the Academic Staff College, Guwahati University in October and November. The courses will be sponsored by the UGC and will partially meet the requirements under new guidelines for PhD. The courses will be conducted over three weeks and will cover modules like research methodology, application of computers in research, introduction to frontier areas of research in relevant disciplines, communication and presentation techniques. Diversified IITs
At least two of the Indian Institutes of Technology (IITs) — Hyderabad, which is one of the six new IITs established last year, and Madras — have plans to set up medical schools. IIT-Hyderabad is working out the modalities of a master plan to establish a high-end medical school in its campus that would initially offer MD degrees in two-three years and then gradually start MBBS courses. According to IIT-Hyderabad Director Prof UB Desai, the plan is to ‘‘focus on biology in a big way’’. The proposed department will be termed ‘‘Bio X’’ and ‘‘offer courses like bioinformatics, biotechnology and so on’’. This will also go a long way in catering to the needs of engineering students who ‘‘require a lot of interaction with medical schools’’. This apart, IIT-Hyderabad also has plans to set up a school of humanities to offer quality courses in psychology, economics, social anthropology, linguistics et cetera. However, it is not that IIT-Hyderabad will be the lone IIT offering courses other than engineering. IIT-Kanpur, for instance, will be introducing music and performing arts while IIT-Mumbai already offers Hindustani classical music and IIT-Kharagpur runs a law school. There is no gainsaying that such a diversified IIT regime, backed by its already established brand name both in terms of input and output, will also contribute wonderfully to interdisciplinary pursuits. As the Yashpal Committee report on Rejuvenation of Higher Education too advocates, the IITs need to have a far broader course portfolio so that both engineering and non-engineering courses begin to happen differently, in synergy with one another for a more informed knowledge base and the making of a knowledge society. Shanhmugha Arts Science Technology and Research Academy (SASTRA) University in association with Lucas TVS will offer an M. Tech course in Advanced Manufacturing.
"We were interested in partnership with educational institutions to offer courses. Lucas had set up the Advance Manufacturing cell in Indian Institute of Technology-Chennai and the Centre for Quality at Anna University-Chennai," said Mr. Ravichandran Chief Executive Officer.
To offer the course, a Memorandum of Understanding (MoU) has been signed between the SASTRA University and Lucas.
K. Thyagarajan, dean of SASTRA, and S. Pugazhendhi, head of the Department of Mechanical Engineering, were also present at the time of signing MoU.

Tech. programs at Faculty of Engineering of “BDES Group of Institutions”, Faridabad, through on-line off-campus counseling, the student should get registered at www.tehadmissions.gov.in and fill the code number of JBSTM as first priority. One seat in each course is reserved for Kashmiri migrant. A “Kashmiri Migrant” taking admission at BDES Group of Institutions through NIC would be given scholarship equal to 50% tuition fee.

The admission for 75% of sanctioned intake for B. Tech. shall be made on the basis of the merit of AIEEE–2009 through on-line off–campus counseling by NIC. For the remaining 25% seats admissions will be made by BDES Group of Institutions by “Institute level counseling procedure. For admission to B. Tech. programs at Faculty of Engineering of “BDES Group of Institutions”, Faridabad, through on-line off-campus counseling, the student should get registered at www.tehadmissions.gov.in and fill the code number of JBSTM as first priority. One seat in each course is reserved for Kashmiri migrant. A “Kashmiri Migrant” taking admission at BDES Group of Institutions through NIC would be given scholarship equal to 50% tuition fee.
For admission in B. Tech. at JBSTM, “BDES Group of Institutions” Faridabad, directly through institute level counseling, the student should apply on the prescribed application form. The application form can be downloaded from website www.jbcollege.in or obtained from any of the institute’s offices either personally or by paying the registry charges of Rs. 50/-.
How To Apply:
The application form is to be submitted with the following documents and processing fees of Rs 500/- [Rs. Five hundred only]. Self attested copies of Mark sheets of 10th and 10+2 class. Self attested copy of the AIEEE – 2009 result. A DD of Rs 500/- in favour of “JBSTM Faridabad”, payable at Faridabad. The application form for college level admissions shall be submitted at the earliest, but before the cut of date for college level admissions as declared by HSCS. JBSTM at “BDES Group of Institutions” follows the “Tuition Fee Waiver Scheme” of the AICTE to benefit the women, economically backward and physically handicapped candidates. This is offered to 10% of the sanctioned strength as per the AICTE directives. We also provide “Bimla Devi Merit Scholarship” to deserving candidates. Quality enhancement in higher education

National development in any country is the handiwork of the qualitative achievement of its education system. Such an achievement has two fold directions-growth and change-doing and undoing in the socio-political, cultural, economic, historical and intellectual dimensions of life of the nation vis-a-vis the global ambiance. It enacts the drive of the Shelleyan paradigm of the West Wind in tangible forms. The Education Commission of 1964 in its report, Education and National Development, observed that if the pace of national development had to be accelerated there was need for “a well- defined, bold and imaginative educational policy and for determined and vigorous action to vitalize, improve and expand education.” The observation spells out in general terms the quality as well as the dynamics that works it out. The National Policy on Education, 1986 recommended that “a major effort must be made to drive the maximum benefit from the assets already created and to ensure that the fruits of change reach all sections.” “Education”, it asserted, “is the highway to that goal.” This policy statement invests the new Indian education with a democratic quality and character and seeks to transform it to a powerful instrument to realise the goal of national development and progress.
The bold and ideal recommendations and assertions of various education commissions remain wishful yearnings ensconcing themselves in the domains of theoretical parlance against the quagmires of the real life situations of geo-physical as well as socio-cultural and economic divides of the country of proverbial multiplicity. The status of development varies from State to State, region to region, locality to locality, community to community with corresponding variations in the levels and opportunities of education. The impact of economic globalisation has made the education scenario of the country more baffling. Education today has become a branded commodity and the brand of the institution seems to be all important. It appears that a degenerated kind of aristocracy has made its inroad into our education with the lure for cleverly manufactured falsity of values and attainments, abilities and inspirations, ideals and yearnings affecting an overwhelming number of our growing teenagers and early youths. The crispy junk food is overruling the necessity of square meals!
The symptoms of a pachydermatous insensibility to all the finer aspects of complete manhood- such as were revealed by the Renaissance image of the overreacher, the Promethean fire of freedom and knowledge, the insatiable Socratic urge to explore the truth, the Buddhistic resolve to overcome death and sorrow-are now ruling the world of our education under the comforting umbrella of consumerism. The dry formalism of our syllabi and system is only lending support to the success of Macaulayan vision of the creation of a smartly dressed literate class with little originality and self- knowledge, less thinking power and still less awareness of the history and geography of their country.
A similar kind of artificial divide between the Eton like public school educated class of young men and the less fortunate but overwhelming majority of the grammar school products had plagued the system of English education and therefore the English society during the later part of the 19th century and the early decades of the 20th century. But the English society took serious heed of the clear warnings of their intellectuals and thinkers and began the revolutionary task of purging the ills of the system of their education with the result that their education today has gained new strength and new vitality. In India there is no clear voice and no serious effort to remedy the ills that are paralysing our system of education, more particularly our system of higher education.
Our education is so directionless and dishevelled that majority of the students do not have any definite purpose, any clearly conceived goal to guide them through. They join the colleges blindfolded not knowing what courses of study they should exactly follow and why. The divide is widening with the passage of years.
Management plays a pivotal role in the improvement of the quality of education. Every educational institution is supposed to work towards the fulfilment of its avowed mission and vision which are directly connected with the welfare of the community around. The function of management is to facilitate the institution to realise its effective co-ordination among all the other stake-holders of the institution-students, teachers and the office staff and other employees. The management is the upholder of the rules and procedures issued by the administrative machinery of the particular government department, the University authorities, the UGC and every such funding institutions and organisations. It is the custodian of the faith reposed in the institution by the people who built it up through lot of pain and sacrifices, apart from the buildings and property. The role of the management is very important in the sense that it not only manages the affairs of the institution but also interprets the rules and procedures as and when necessary and arranges for proper compliance of these.
The management of the colleges in Assam consists of the governing bodies formed by the Director of Higher Education Department. The provisions of the rules arm the governing bodies of the colleges in Assam with enough power and scope to improve the over-all quality of education. The structure of the governing body establishes that it is participatory; the permanent stake-holders are given around 42 per cent representation, that is, out of the total of 12 members in the governing body five belong to this category. This can be a very positive source of strength to the integrated development of the college. Further, the educationist members and the university nominees can be the fountain-heads of innovative ideas in relation to the academic programmes and policies and the teaching –learning methodology to be followed by the college. Similarly, the guardian representative can incorporate and synthesise the student feed back in the academic plans and general perspectives of the college and thereby ensure greater concentration of the students in the learning process and make it more effective. A rightly chosen governing body may be instrumental in the qualitative growth and development of the college; in fact, there can be a magical transformation of the external as well as internal state of affairs of the college due mostly for the enabling, creative, visionary and participatory leadership of such a governing body.
The management of higher education institutions in Assam is very often affronted by muddles created by dubious practices of some of the concerned government departments, lack of responsive co-ordination between the government and the university authorities, very poor quality of departmental monitoring of the activities of the colleges concerned, the hellish red tapism, lack of innovative planning etc.The government function with regard to higher education seems to be confined to release of the monthly salaries only. The colleges in Assam were provincialised with effect from December 1, 2005 and since then the government has not released any maintenance grant nor it has allowed the colleges to utilise their due share of the fee income for maintenance purposes.
The political shadows in the governing bodies are yet another disabling factor. It is not to say that the political personalities are incompetent to give leadership to the college concerned; the essential fact is that they cannot devote longer enough time to the management of the college matters because of their political commitments. The governing bodies, at least some of them, seem to recognise these systemic constraints, and showing no angst against these they are concentrating on building up a kind of institutional resilience in response to the demands of the changing times.

With more than 1,200 fresh recruitment on the anvil, 29 out of 31 doctors will be transferred to distant places. Another concern is that these doctors will have to give up private practices, which is a very lucrative option. Efforts are being made to get a stay order, informed sources.
The sources said that, except Superintendent of the Civil Hospital, Dr Phatwali and Assistant Superintendent, Dr Golap Chandra Deka, the remaining 29 doctors will have to take up duties in Tezpur, Majuli, Karbi Anglong and other areas. The recruitment process to the Jorhat Medical College Hospital has already started. Dr Dhrubajyoti Borah has been selected as the Principal of the medical college. Apart from this, three Vice-Principals, 24 Professors, 29 Associate Professors, 59 Registrars and demonstrators, one Superintendent, 58 Resident doctors, 1 Medical officer, 330 grade III employees, 469 nurses and 442 grade IV employees will be appointed for the medical college.

Exams to take place during local holiday
JORHAT, July 30: Even as the State Government has declared a local holiday under NI Act in the places where Municipal Board and Town Committee elections will take place tomorrow, students of the Jorhat Law College here will be appearing for their exams under Dibrugarh University and what is more the Law College will also be functioning as a polling centre.
Additional Deputy Commissioner T Rahman said that, it was impossible to change the centre at the last moment.
“I had a talk with the controller of exams, Dibrugarh University and he has said that there will be no problem as the exams can be held in one annexe of the L-shaped Law College Building”, Rahman said.

GUWAHATI, July 30: Fear stops children from learning. They must feel comfortable with teachers and therefore sensitization of teachers, parents and media is the need of the hour. This was the opinion expressed by the people participating in the discussion ‘Role of Media in Promoting Positive Discipline’ on the second day of the State Consultation on ‘Discipline and Dignity: Promoting Positive Discipline in Schools of Assam’ today in Guwahati. The discussion, which was chaired by filmmaker Girish Godbole, saw the participation of media experts, teachers and students.
While asking their comments on corporal punishments, Rumi Kalita, a class VII student of children village of Save our Soul (SOS) said “Corporal punishment should be abolished, if adults have rights then why not children?” asked Rumi Kalita, a class VII student living in the SOS Village, Guwahati. A similar view was expressed by Aneesh Aseesh Borah, a class VIII student of Delhi Public School, Guwahati.

Now you can, as the Indian Institute of Technology (IITs) will soon introduce courses in medicine, humanities and design among others.
IIT Kharagpur (IIT- Kgp) has invited private partners for setting up a super speciality hospital in its premises this year.
The institute is planning to initiate a MBBS programme once the hospital starts functioning.
"We felt the need of having a hospital for some time now, even though we already have a School of Medical Science and Technology," said D. Acharya, Director, IIT-Kgp.
The institute has been venturing into different disciplines like opening a law school dealing with property rights as well.
IIT, Guwahati (IIT-G) has stepped into humanities by introducing masters' programme in development studies from this academic year.
It will comprise of six subjects - Economics, English & Linguistics, Philosophy, Psychology, Sociology & History and Archeology.
Although, all IITs offer humanities department and offer electives to engineering students, but there are very few full-fledged undergraduate and postgraduate programmes.
IIT, Kanpur (IIT-K) and IIT-Kgp offer an integrated M.Sc in Economics and research programmes in humanities.
As per Yash Pal, Chairman of the Committee to advice on Renovation and Rejuvenation of Higher Education, "If the IITs become successful in expanding into other disciplines, they will produce leaders in various sciences, economics, humanities and communication."
The Yash Pal committee setup by the Ministry of Human Resource Development (MHRD) had recommended in its report that IITs should become full-fledged universities and also offer broad-based university curriculum on the lines of Massachusetts Institute of Technology.

UAE bank ropes in British business school to educate staff
Abu Dhabi: The National Bank of Abu Dhabi (NBAD) on Wednesday signed a key partnership agreement with Britain's ifs School of Finance to deliver diploma courses in banking and finance for its employees, WAM news agency reported.

Law College admission test postponed to Aug 1
GUWAHATI, July 29 – The test for admission to the University Law College of GU has been rescheduled in view of the Assam bandh tomorrow. The test for the purpose will now be held on August 1 while the other programmes of the admission process will remain unchanged, said Dr JP Bora, Principal of the University Law College. The Assam Cultural Trust has also rescheduled the valedictory function of its 15-day summer cultural camp scheduled to commence from 4 pm tomorrow, in view of the Assam bandh. Assam to ban corporal punishment in schools
GUWAHATI, July 29: The Assam Government will soon enact a law banning corporal punishment in schools after a UNICEF report said the State topped the list of Indian schools where corporal punishment and humiliation of students is rampant. A UNICEF study said 99.56 per cent of students in Asom schools are victims of corporal punishment.
“We shall ban corporal punishment in schools. Such a system to discipline students has become obsolete and often leads to adverse impact on the students’ mental well-being as well as to trauma,’’ Chief Minister Tarun Gogoi said.
Talking to newsmen in Guwahati today, Gogoi said: “A Bill will be introduced in the next Assembly session banning corporal punishment, as such punishment increases the school dropout rate.” Gogoi further said government schools are infamous for corporal punishment. “There may be delinquent children in classes, and how to mould them is the responsibility of teachers,” Gogoi said, and added: “Soon the private schools will be brought under the regulation of the State Government. "We are likely to see a major transition in energy supply. We need to change and bring about the changes that are required," Pachauri said at a press conference. The head of TERI and of the UN's Intergovernmental Panel on Climate Change referred to the university's plan to start a course on renewable energy as well.
"We have introduced this MBA course to create ethical, environmental and social considerations among people. Besides, the government needs to be educated on this," Pachauri added.
The second programme is a masters in economics with specialisation in environmental and resource economics, to be headed by well-known scholar Badal Mukherji. He said 28 out of 30 students for the first batch had already been selected, and they had better scores in their graduation examinations than students being admitted in postgraduate economics courses at Delhi University and Jawaharlal Nehru University.

Assam to ban corporal punishment in schools
Guwahati: The Assam government will soon introduce legislation banning corporal punishment in schools after a Unicef report said the state topped the list of Indian schools where corporal punishment and humiliation of students was rampant.
"We shall very soon ban corporal punishment in schools as such a system to rein in students has become obsolete and often leads to adverse impact on the students' mental well being and trauma," Assam Chief Minister Tarun Gogoi told sources.
A Unicef study said 99.56 percent of students in Assam schools were victims of corporal punishment.
The issue came up for a serious discussion in the ongoing three-day workshop titled "Discipline with Dignity - Promoting Positive Discipline in Schools of Assam" organised by the Law Research Institute, the Gauhati High Court and Unicef in Assam's main city of Guwahati.
"It is a good beginning and I am confident this consultation would help us to move forward in creating a protective environment conducive to children to learn with dignity without fear or humiliation," Karin Hulshof, India representative of the Unicef, said.
Despite the menace, not all students, however, protest. Many parents prefer to remain silent, lest the academic careers of their wards are hampered.
"Corporal punishment is in vogue not only in municipal and government schools, but also in elite institutions in the state, at times even extended to parents and guardians in a somewhat discreet manner although they have to tolerate for lack of options," Justice Ranjan Gogoi, a judge of the Gauhati High Court, said in his speech.
Another northeastern state of Mizoram ranks second in the list of Indian schools where corporal punishment is rampant.
The Unicef study highlights the instance of a Class 9 student in Mizoram who refused to continue her studies after she was beaten on her bare bottom by a teacher in front of her classmates.
Though the school authorities later apologised to her parents and sacked the erring teacher, the hapless girl refused to go to that school again and the trauma continued to haunt her in a new school she was admitted to.
"We need acknowledge the fact that corporal punishment could impede the child's overall development due to humiliation," the chief minister said. IANS

AMU authorities deny allegations
Aligarh: The recent probe against the Vice-Chancellor (VC) P. K. Abdul Azis of Aligarh Muslim University (AMU) by the Ministry of Human Resource Department (MHRD) to form a fact finding committee on AMU has created havoc in the university.
The teachers' association wants a free and fair inquiry against the VC whereas the university officials insisted there is nothing to inquire about.
The teachers' association has recently passed a resolution stating the VC to resign and also welcomed the HRD Ministry's decision to form a fact finding committee.
However, the media advisor of Azis, N. A. K. Durrani said the action of the teachers' association has been manipulated.
The ministry officials clarified that the fact finding committee will inquire about the functioning of AMU, which includes the allegations against the VC.
The committee was setup after eight members of the Executive Council including Congress leader Wasim Ahmed submitted a 450-page memorandum alleging the VC has committed financial irregularities.
AMU Teachers' Association Secretary Jamshed Siddiqui has alleged that the VCs' group has indulged into 'intimidatory tactics' by pressurizing teachers to support VCs' demand for not holding the committee.
However, the AMU community feels that the media trial has been launched by some vested interest to malign the reputation of the University and its VC.
They have even clarified that they have not received anything in writing from the MHRD about the so-called enquiry.
The community has also stated that there cannot be any possibility of financial irregularities when the highest and the most authentic audit body of the nation, the Comptroller & Audit General of India (CAG) has given clean chit to AMU's 2007-08 accounts.
Even the other dubious allegations are baseless as every purchase and payment has been made within the permissible limits.
The AMU community is also upset about the hype being created by the media over the committee to be formed, although, there has been no enquiry letter received by the university by the MHRD officials.
The community has also stated that the allegations are baseless and in the long-run this will only tarnish the hard-earned image and reputation of the university.

Plan to increase Gross Enrolment Ratio by 5 pc
New Delhi: In order to achieve the targeted Gross Enrolment Ratio (GER) of an additional five per cent by the end of the XI Plan, the Central Government has made substantial increase in plan allocation to set up institutions such as Central Universities in uncovered States.
Indian Institutes of Technology (IITs), Indian Institutes of Management (IIM), Indian Institutes of Science Education and Research (IISER), Indian Institute of Information Technology (IIITs), and Schools of Planning and Architecture (SPA) have been established in the country to achieve the GER.

19 students from IIIT-A charged for ragging
Allahabad: Nineteen students from the Indian Institute of Information Technology-Allahabad, have been charged with harassing junior students. All these students have also been fined Rs.50,000 each.
19 girl students studying in the final year at IIIT-A have been charged with harassing first year students inside the hostel.
Harassed students immediately brought the matter to the Warden Dr. Shveta Singh who in turn apprised the senior authorities, including the director.

Karnataka State Women's University gets UGC funds
Bijapur (Karnataka): The University Grants Commission (UGC) has sanctioned a grant of Rs.9.77 crore to the Karnataka State Women's University under the 11th five year scheme.
Out of total sanctioned, Rs.50 lakh has already been released.
This amount will be used for construction of the building and for equipment, books and other basic facilities.
The varsity has received the grant after a report submitted by UGC experts who visited varsity. The UGC expert team commended the syllabus, examination methods, library and overall activities of the varsity. http://www.indiaedunews.net

Cotton College hostels to reopen on Aug 4
GUWAHATI, July 28 – Due to the non-completion of the repair works going on at the hostels of Cotton College, both the boys’ and girls’ hostels will remain closed till August 3, a press release issued by principal of the College Dr IK Bhattacharyya said.
