No End to Ragging

Despite all the legislation at the State level as well as the Central level, ragging of newcomers in schools and colleges continues to take a toll of youthful lives or to drive bright students out of the colleges and courses of their choice. The very fact that all the laws against ragging have failed to rein in the determined culprits, merely indicates that there has been no change to two facets of the business of ragging. One is that the small but determined and influential section of sadists in our colleges have managed to remain well entrenched and well feared. The other is that the cowardly attitude of the college administration of turning its collective back on the menace of ragging until a student has been driven to death or driven out of college has given more power to the criminal elements. The initiators of ragging are by now thoroughly convinced that despite being armed with new laws against ragging, the college authorities cannot pick up the courage to put down ragging through personal intervention. As for the college authorities, they have created the myth that tackling the culprits directly is fraught with greater danger than walking through fire. But if a dozen college teachers and the principal just barge into the venues of ragging together and identify the culprits, there is little that the budding sadists can do. They can be expelled the next day and ragging can be finished once and for all. All that is needed is courage. THE SENTINEL

IIM-S Shows the Way

Great ideas need great takers as well for a meaningful future discourse. The Indian Institute of Management-Shillong (IIM-S) has come up with one such idea — that of producing sports managers of the future, unlike the present breed of so-called sports managers who do anything on earth but manage sports. No wonder, the sports domain is so disarrayed, with politicians, by virtue of them being chairmen of most of the sports bodies, having already ruined the careers of many a talent. Now that the IIM-S has decided to start a six-month certificate course on sports management for which the fee would be an affordable Rs 10,000, one hopes it would not only pave the way for the much-needed professional treatment of games and sports and sportsmen, but also help identify and explore sporting talents and nourish them professionally. In other words, games and sports may now be managed in the true sense of the term. Look at the sporting wonder that neighbouring China has turned out to be, thanks to the discipline of sports management it has evolved and the rigorous exercise of the cardinal principles of sports management it has unfailingly undertaken. As IIM-S Director Ashok Dutta rightly said, the country needs ‘‘professional sports managers, not volunteers who use sports as a launching pad for other jobs’’. It is now incumbent on the people of the Northeast — a region where there is no dearth of sporting talents, but that is crying for their professional exploration — to make the best use of the innovative IIM-S course and implement the knowledge so acquired in changing the sports direction of the region. As we said in the very beginning, the takers of the IIM-S idea have a greater responsibility. With an IIM-S certificate in their hands, they must do justice to the course. THE SENTINEL

Safety measures a must: NEHU

SHILLONG, Sept 21: Experts of the North Eastern Hill University (NEHU) today underlined the need for safety measures in uranium mining. Accepting the fact that radiation is emitted while mining of ore the experts, including professors of the Physics and Zoology departments of the university, said radiation cannot be prevented but it can be curbed if proper measures are adopted.

The statements emanated during a discussion held at Shillong Club here today among legislators and traditional heads of West Khasi Hills district to dwell on the contentious issue of uranium mining. “We neither favour nor oppose the move for mining,” senior Congress legislator Rowell Lyngdoh said. He said as West Khasi Hills is in need of development and as the uranium mining issue is a burning one, at present there is a need to measure the pros and cons on the issue.

Lyngdoh said all the legislators at the discussion agreed to the fact that development is a vital need, but the merits and demerits of uranium mining have to be looked into so as to safeguard health and environment.

According to Lyngdoh, experts from NEHU who attend the meeting gave presentations on uranium. Lyngdoh said, according to experts, radiation from uranium is high when compared to that of other minerals like limestone and coal. Therefore, he said, “The experts stressed that safety measures should be properly handled on uranium, and authorities concerned should seriously address this issue.”

Lyngdoh said that legislators, members of district council and traditional heads of the district also appealed to both the pro and anti-mining groups to address the issue.

The discussion was attended by Dr B Jyrwa and Dr B Kharbuli from North Eastern Hills University (NEHU) and other experts, who gave presentations on uranium. HSPDP MLA Dr A Pariong, KHADC CEM Mansturdy Nongrem, Irin Lyngdoh, Enbin K Raswai and traditional heads from the district also attended the discussion. THE SENTINEL

For a Science Culture

Going by a 2008 report by Ernst and Young, there was a shortfall of engineers by 58 per cent and of doctorate scientists by 80 per cent in the country last year. These figures can be assumed for this year too, for it is unlikely that there has been a drastic change in the scenario in just a year, given the rise in population and engineering and scientific/technological demands as well as the stagnancy of the higher education sector in so far as the growth of educational institutions is concerned when viewed in the backdrop of the country’s population boom. The shortfall of engineers by 58 per cent and of doctorate scientists by 80 per cent points to the pace at which higher education in the field of science and technology must now spread if the country aspires a key global power position; great powers have to their credit great educational institutions too, and science is the most defining catalyst of change. Given the reality, Human Resource Development (HRD) Minister Kapil Sibal’s plan to give university status to the Council of Scientific and Industrial Research (CSIR)-Advanced Institute of Scientific Training (AIST) is laudatory. Sibal has already held a series of meetings with CSIR, University Grants Commission (UGC) and HRD Ministry officials to resolve the outstanding issues related to grant of university status to CSIR-AIST at the earliest. The AIST, with its headquarters at Noida or Faridabad, is envisaged as an establishment to serve as a network for the 40-odd CSIR laboratories and would pool resources and faculty across these laboratories to create a national-level university with a strong research focus. The CSIR has also proposed that apart from postgraduate courses, the would-be university be allowed to run undergraduate programmes so that the acute shortage of skilled manpower in the science and technology sector could be met. Once the CSIR-AIST is given university status, junior and senior research fellows, numbering about 2,200, working full-time in the CSIR laboratories for PhD degrees will not be required to register themselves at nearby universities as is the case now, because they will be enrolled at the CSIR-AIST university itself. This, needless to say, will have a great synergetic effect on the CSIR culture of research.

Students today are no longer interested in general science studies, and those who are pursuing general science courses are doing so out of sheer compulsion because they have failed to get admitted to engineering and medical colleges which is their only idea of a science career, except for a select lot who are genuinely interested in pure science research. It is imperative that the trend is reversed by way of setting more and more quality universities and research centres that are themselves universities offering world-class research facilities. The need for incentivizing pure science education and research cannot be overemphasized in view of the crippling shortfall of scientists in the country. Let the HRD Ministry talk to the scientific community and devise a mechanism to attract the best brains to pure science education and research as also to help create a culture of science right from the primary school level. Though there are several tests at the PG level like CAT, MAT, XAT, ATMA, JMET; there is still a vacuum at the 10+2 level. Also contrary to as commonly understood; MHRD does not recognise entrance test for management institutions and hence no management tests are approved by Ministry of HRD on date. This has been the response towards the request for recognition of National Aptitude Test as a national entrance test by MHRD to SRDE as well.
