CAT students to get another life online, say IIMs

New Delhi: Aspirants who couldn't take the computerised Common Admission Test (CAT) can breathe easy as the Indian Institutes of Management (IIMs) on Monday said the students affected by the computer crash would be given a second chance soon.

"IIMs would categorically like to assure candidates who could not take the test that they would get another opportunity to take the test," the CAT committee said in a statement.

The competitive CAT exam that went online for the first time this year ran into trouble for the third consecutive day on Monday when a computer crash stalled the exam at centres in three cities - Mumbai, Bangalore and Ghaziabad, a leading coaching institute said.

"We have received student feedback that the exam was cancelled at one centre in Bangalore and two colleges in Bombay in the morning schedule," Ulhas Vairagkar, director of TIME coaching institute, told sources.

Some students also complained that the computers failed at the Institute of Management Studies (IMS) Ghaziabad exam centre, stalling the CAT session on Monday morning.

"Today again there were problems reported in the three cities. Many students are very anxious that even if the exam is rescheduled it would clash with their semester exam in colleges," said Gautam Puri, vice chairman of Career Launcher, a coaching institute.

Many candidates were in a frenzy, when computers crashed in around 40 centres across the country on the first and second day of the CAT. The exam's staggered computerised format has a 10-day schedule and will conclude on December 7.

An American firm Prometric, was awarded an $40 million contract by the IIMs to switch the prestigious CAT exam from optical marker reader assessment onto computers.

The company has alleged that "viruses and malware that attacked the test delivery system and were not detected by the anti-virus software at the testing centres".

Meanwhile, the CAT committee has stressed that it's role in administering the examination at the 105 centres in 32 cities was restricted to preparing questions.

"The decision to conduct computerized CAT was taken unanimously by all IIMs. IIMs were responsible for generating questions for the tests and Prometric was responsible for conducting the test.

"The delivery could not be executed flawlessly because of virus attack on several test sites. Prometric is working to address the issues arising from the attacks," the committee stressed.

Prometric is arranging how and when the re-test would be conducted, the committee said, adding that "details will be worked out by Prometric shortly and announced."

Around 240,000 students have registered for the CAT this year, which is scheduled at 105 centres in 32 cities, all linked to a main server. IANS

9 DU college principals fined for flouting RTI

New Delhi: Principals of nine Delhi University (DU) colleges have been fined Rs. 5,000 each for not complying with the Right To Information (RTI) Act rule of placing information about their college in the public domain.

The Central Information Commission (CIC) acted against the principals for not following Section 4 of the RTI Act, which mandates suo moto disclosure by public institutions regarding budget, rules, expenditure and name of its PublicInformation Officer among other things.

The CIC moved following a complaint from Rajeev Lala.

The colleges whose principals have been fined are Sri Aurobindo College, Aditi Mahavidyalaya, Bharti College, Mata Sundari College for Women, Swami Shraddhanand College, Shaheed Sukhdev College of Business Studies, Ram Lal Anand College, Rajkumari Amrit Kaur College of Nursing and Amar Jyoti Rehabilitation and Research Centre. The DU has over 80 colleges.

The CIC has directed that the fine money be recovered from the principals' salaries before December 10.

Lala in his complaint stated that he visited the website of these colleges and found they had not displayed the information as required by Section 4 of the RTI Act.

On June 7, Shailesh Gandhi, an information commissioner at the CIC, along with DU Vice Chancellor Deepak Pental had urged all colleges to ensure that they comply with Section 4 by Aug 15.

The commission sent reminders to the colleges warning that it would be forced to act if the order was not implemented.

The CIC held a hearing Nov 24 where it asked the college principals to appear with written submissions on "why penalty should not be imposed on them for refusing to meet their legal obligations under the act".

Some promised to follow the requirement within three months and some within a day. Some principals expressed regret.

The commission said that even four years after the RTI Act was passed, legal requirements under it have still not been met by thecolleges.

"In spite of repeated reminders the college does not appear to be willing to meet the Section 4 requirements of the act," Gandhi noted in his order for each college. "The commission finds this as a fit case for penalty." IANS

Online CAT fails on on Day 1, server breakdown

Online CAT 2009 - Servers crash on Day 1

New Delhi: For the past 33 years, the Indian Institutes of Management (IIMs) have been conducting the Common Admission Test (CAT) in a paper-pencil format. It was this year that the most important entrance examination for MBA aspirants in India was taken online and made a Computer-based Test.

The first-ever online CAT was greeted by a technical glitch that led to the cancellation of the examination in Chennai, Kolkata, Bhopal, Bangalore, Mumbai and Pune, as per reports.

The number of students who have been affected by this 'server breakdown' is not known as yet.

As per reports coming in from a centre in Jaipur, the examination started at 12 noon. Computers not working, the examination application not responding, server not responding were some of the problems faced by students.

The American firm, Prometric, which developed the online examination system for CAT, is yet to determine the exact cause of the glitch.

The CAT committee is expected to meet in Ahmedabad or Kolkata later in the evening today to decide further course of action on the matter.

About 2.4 lakh aspirants from across the country registered for the Common Admission Test (CAT) this year.

Do not disclose CAT Exam details

New Delhi: For all the hullabaloo surrounding the Common Admission Test (CAT) going online this year, there is word of caution for the entrance examination takers this year from the Indian Institutes of Management (IIMs).

The apex institutes have clarified that candidates who want to appear for CAT 2009 have to agree to a Non-Disclosure Agreement at the time of the test.

The IIMs have made it clear that - "Disclosing, publishing, reproducing, transmitting, storing, or facilitating transmission and storage of the contents of the CAT or any information therein in whole or part thereof in any form or by any means, verbal or written, electronically or mechanically for any purpose, shall be in violation of the Indian Contract Act, 1872 and/or the Copyright Act, 1957 and/or the Information Technology Act, 2000".

Any such action constitutes a cognizable offence punishable with imprisonment for a term up to 3 years and fine up to Rs.2 lakhs.

So, now, even if CAT 2009 went off really smoothly for you, make sure you do not reveal anything about the paper. You can just say.. the paper was good!

IIT-Kharagpur introduces faculty quota

IIT-Kharagpur introduces faculty quota

West Bengal: The Indian Institute of Technology (IIT), Kharagpur has introduced the controversial faculty quota as ordered by the Human Resource Development (HRD) ministry, but only at the entry level positions in science and technology streams.

In a circular, the oldest IIT of the country has invited application from "Indian nationals, possessing excellent background, commitment to quality teaching and potential for carryout outstanding research".

"Without any compromise on qualification, experience, and competence, reservation as per government of India rules is available only at entry level positions of assistant professors," it said.

Though the previous HRD minister Arjun Singh had asked the IITs to introduce faculty quota, these elite institutes were up in arms against it.

After much uproar, protest and candlelight vigils inside campuses, they were directed by current HRD Minister Kapil Sibal a few months back to follow the government line.

The ministry has asked IITs to lay down 15 percent quota for Scheduled Caste (SC) candidates, 7.5 percent for Scheduled Tribe (ST) candidates and 27 percent quota for other backward classes (OBC) in teaching positions.

In its circular, IIT-Kharagpur has, however, notified that reservation is applicable for all faculty positions in non-science and technology streams. Many of the IITs have also courses in humanities and management streams.

"In recruitment of faculty posts in subjects other than science and technology, reservation of 15 percent, 7.5 percent, and 27 percent for SCs, STs and OBCs respectively shall also be applied in full including for the posts of associate professors and professors," it said.

A senior member of the IIT Delhi faculty federation told the sources that, "The IIT faculty federation is uncomfortable with any quota in teaching posts. We do not want to create a division among faculties in the name of caste. What should matter most is merit." IANS

IGNOU's web presence increases

New Delhi: The Indira Gandhi National Open University (IGNOU) has been ranked 15th in India in terms of its visibility on the internet and scholarly papers on the worldwide web, university vice chancellor V.N. Rajasekharan Pillai said on Sunday.

The ranking by Spain-based public research institution Cybermetric Lab was based on the number of people who searched the details related to the varsity through four search engines - Google, Yahoo, Live Search and Exalead.

"Our web presence is very important to us. As a university in the open and distance learning space, it is important for an institution like IGNOU to harness technology and use the latest communication tools to reach out to students," said Pillai. IANS

Researchers develop tool to tap natural heat for more energy

Washington: Efficient large-scale power generation from geothermal and other low-grade heat sources may now be viable, thanks to a revolutionary new technology.

A team led by Behdad Moghtaderi, professor at the University of Newcastle Centre for Energy, worked with Granite Power Ltd (GPL) to develop the technology platform called Granex.

It delivers higher efficiencies than conventional power plants and increases the quantum of power that can be generated from low-grade natural heat and industrial waste sources.

A 100-kilowatt pilot plant set up at the varsity will enable a comprehensive power generation programme over a wide range of operating conditions.

"The one kilowatt model was a great success and demonstrated a 40 percent improvement in terms of thermal energy efficiency and power generation," Moghtaderi said.

"It demonstrated for the first time an effective and economically viable technology platform for power generation from low-grade heat sources. This has allowed us to scale up the project to the 100-kilowatt pilot plant.

"Our work from here will allow us to establish the parameters to design and build a power plant of any size based on the Granex concept and put to use valuable heat sources that would otherwise be wasted."

Moghtaderi said, if harnessed, geothermal and waste heat energy could be used to meet the demand of a huge continent like Australia for years to come, said a varsity release.

"Geothermal energy has clear environmental advantages over other renewable energy sources as it has no CO2 (carbon dioxide) emissions and can provide base load electricity," Moghtaderi said.

GPL managing director Stephen de Belle said the "existing recovered industrial waste heat market and the growing demand for low-cost, green, base load geothermal power means there is a large and increasing market internationally for Granex." IANS

DTU introduces research fellowships to attract talent

New Delhi: In an endeavor to attract the best talent to teaching and research, a leading technology university here has initiated 25 teaching-cum-research fellowships (TRFs), including 20 at the doctoral level and five at the post-doctoral level.

The introduction of the TRFs was approved at the second board of management meeting here recently of the Delhi Technological University (DTU), formerly known as the Delhi College of Engineering.

Each teaching-cum-research fellow will be enrolled for a full-time Ph D. programme and will take 10 hours per week of teaching work at the B.Tech or M.Tech levels, a DTU statement said.

The incumbents will be initially appointed for two years, which will be further extended depending on academic and research performance.

The expenditure involved in the grant of TRFs has been estimated around Rs.60 lakh per annum, the statement said.

The first ordinance of the university relating to B.Tech. courses has already been approved by the government. The ordinance for M.Tech and MBA programmes was approved by the DTU board on Saturday.

Highlighting the achievements of the institution during the last three months, DTU Vice Chancellor P.B. Sharma told the board: "Apart from a major R&D tie-up with US aerospace major Lockheed Martin for developing a next-generation unmanned aerial vehicle, the university has entered into a collaboration with the Groupe Des Ecoles Des Mines of France to foster collaboration, provide opportunities for global experience and facilitate advancement of knowledge in the field of engineering."

Sharma also spoke of the students' achievements, including that of undergraduate students Shravanti Joshi and Anoop Ramakrishna who have been awarded the International Telecom Union Award and were invited to attend the World Youth Forum 2009 in Geneva in October.

The board also agreed to the signing of a MoU with the Mahatma Gandhi Institute of Integrated Rural Energy Planning & Development that will facilitate the exchange of faculty and partnerships in R&D in areas relating to green energy technology and climate changemanagement. IANS

Court ask school to let student sit for exam

New Delhi: Coming to the rescue of a Class 1 student, a city court on Saturday asked a school to allow her to appear in the examination despite her father's dispute with the school authorities over fee payment.

Senior Civil Judge Vinod Yadav advised Richmond Global School to allow the girl to take her mathematics paper which she could not take on Saturday due to a pending dispute over fee payment. The court observed that academic career of the child should not be disrupted by the dispute.

The school authorities informed the court that Kailash Bansal, the father of the student, used to pay fees on a quarterly basis but the school wanted him to pay every month.

The court asked Bansal to deposit the fees of her daughter within two days.

Bansal had approached the court alleging the school authorities had not allowed his daughter to appear in the mid-term examinations which began on Saturday because the fees had not been deposited. IANS
